are there any algorithmic plugins that can smoothe blocky pixels same as explained on this website:

what are the best super resolution processes in gimp?

If there was an uploaded image you wanted to enlarge and increase its resolution quality you'd probably get more replies.
Enlarge and sharpen isn't that good for n-fold enlargement and more likely to disappoint you. It is okay for .n image upscaling, tho.
And it is definitely not the same as single image SR.

I wonder how Super-Resolution method turns out when used for printing images, because when I see the result on a monitor, though clearly enhancing the original image, doesn't really make the image appealing to me, it's a kind of a "less worse than bicubic" method to me.

You have to click on colored buttons on the right side of magnified image to see the results.
The names on those buttons correspond to resolution enhancement method.
The SR results from this page were discussed on gimp-mailing list a few moths ago.
Some people found the results too good to be true. But who knows?
