Create a text layer, select the layer and run the script.

Menu Location - Script-Fu>Text Effects>Ice Anything

Version 2 has been uploaded.
I fixed the script so you could not turn the lightness down past -77.
Saturation setting can give you black and white if that is what you want just set to 0.

Also try and use the attachments program for images or just select the image uploader for attaching images as sometimes photobucket will clean house and then...woops no more image to see. :)

No problem. Same place I got it. The download also has arista 2.0 light. A thinner font of the same.
