It is not a brush to download, but a setting to draw for example a frame around an image
If not already opened go to
Windows > Dockable Dialogs > Paint Dynamics, once opened, go at the bottom of that dialog and create a new dynamic
A new dialog opens, check the checkbox at the intersection of
Fade and
Angle, and give it a name (at the top), here I named it
Rotative, we are done with dynamics
Select the brush tool and a brush in the Tool Options, for this example I selected the most common/used brush in GIMP and input those settings

Brush: 2. Hardness 075

Aspect Ratio: -14 (minus fourteen)

Dynamics: Select "Rotative" (or the name you did gave)

Extend the Dynamics Options to unveil the
Fade length and
Repeat and
Inverse options

Fade lenght: ~
200,

Repeat:
Sawtooth wave,

and check
InverseNow you're good to go
One dab on the canvas, Ctrl+ Shift + click on the other side of the canvas for a straight line.
Result in just Ctrl+ Shift + 4 clicks after the first dab
