GnuTux has written a script for bling text and you can get it here.

This tutorial is for when you want to use a pre-colored glitter file. There are some very pretty animated glitter tiles you can find on the Internet but they can't be applied using the Bling Text Script. All of these, you will need to change the color mode to RGB before filling in your new image. Image > Mode > RGB. Some you will need to unoptimize.

This is important. It will save you a lot of time. Get fencepost's script that semi-flattens and puts the animation speed settings in your layers. Grab it at Gimp Scripts: http://gimpscripts.com/2013/07/semi-flatten-all-layers/

  1. Open your glitter file and process. Check the layer names and if Combine shows up in any of them, Filters > Annimation > Unoptimize. You will have a new image. Close the original glitter file. In the copy of the glitter tile, Image > Mode > RGB.

  2. Open a new image, 500 x 300, and fill the Background layer with white.
    If you want a color for your text besides black, change the foreground color to what you want.
    Select your Text Tool.You can download the font I used. SF Slapstick Comic Bold font
    Size 135
    Horizontal spacing, 5.

  3. Type your text and use the Move Tool to manually center it.
    Right-click the text layer and choose Layer to Image Size.
    Change the name of the text layer by adding #1 to the end of the name - don't add a space.
    Duplicate the text layer until you have the same amount of layers as the amount of layers in your glitter file. My glitter file has three layers.
    Hide layers #2 and #3 by clicking the Eye next to each one.

  4. Select layer #1. Right-click and choose Alpha to Selection.
    Select > Shrink > 2.
    Select > To Path in case you lose your selection.

    Now you will begin filling your text with the sparkle pattern. This takes concentration so I suggest you do it when there will be no interruptions. First, save your image file as an xcf file so you can return to it later if you need to. I recommend doing Ctrl + S after each new step so you don't lose your work as you progress. There will be reminders in each of the next steps to do that.

  5. Select the bottom layer of your glitter file, Edit > Copy or Ctrl + C.
    Select the Bucket Fill Tool and tick Pattern Fill. Click the pattern image and browse for the top, left pattern which will be the one you copied to your clipboard. Be sure to tick Fill Whole Selection in the Bucket Fill Tool options.

  6. Select the #1 Layer of your text image and click in the image and the Bucket Fill Tool will fill it with the glitter layer color.
    Select the #2 Layer of your text image and turn on the visibility.
    Ctrl + S (Save).

  7. Select the glitter file, select the next layer up (2) and Ctrl + C to copy.
    Click the text image and the Bucket Fill tool will fill layer #2 text with the second layer of the glitter image.
    Select the #3 layer of your text image and turn on the visibility.
    Select the glitter file and select the next layer up (3) and Ctrl + C to Copy.
    Click the text image and the Bucket Fill tool will fill layer #3 with the third layer of the gitter image.
    Ctrl + S (Save).

    Continue the steps above if you have more than three layers.

  8. When you have finished, delete the white Background layer.
    Unselect.
    Animation > Playback and play your animation. If it looks good to you, crop it and then you need to semi-flatten the layers.

  9. Filters > Animation > Settings with semi-flatten. Most glitter animations run at 100ms and unless you have a large background image in your animation, you will want each frame replaced. The default color for semi-flattening is white but if you are going to display your image on a colored background you will want to semi-flatten with that color.

  10. Now it is time to save your animation.
    File > Save As.
    Name your file and put a .gif extension at the end of it: yourfilename.gif.
    The gif file export dialog will appear. Tick Save as animation.

  11. Fill in the the settings in the next dialog.
    Frame delay rate (100ms)
    The frame disposal setting (Replace).
    Since you have already specified those settings using the animation settings, it's not necessary to do it in the dialog but I had you do it so next time you save an animation you will know what those settings are for.

This is a similar effect that I wrote before
Now adapted for GIMP-2.7
(also support 2.6, It will according to the gimp version to use different command)

This script requires a pattern and a gradient which are included in the zip file(for default option)
Copy these files to your local pattern and gradient folder in order to use this script.

The scripts will be located under Filters -> Script-Fu -> Logos -> strBlinking....

I don't know if you have seen GnuTux's Bling Text Script. The two scripts are entirely different and both are dedicated to sparkling.

@JamesH,
I have your sparkling text in my gimp 2.7 folder and it works. I can't get that same script to work in 2.6.
Question: Is there a way to delete all the Chinese txt in the menu drop down menu's because I think that is why I can't get the script to work. I think there must be some kind of conflict in the language of the scripts.
This is the script in the drop down but it doesn't work in 2.6 Image

sorry, that the Chinese version only work for 2.7.
the English version link above should work both 2.6 and 2.7.
and here is the other English replace version

The Chinese version in gimp 2.6 is interfering with the English one and it doesn't show in the menu. Which scripts should be deleted to get rid of the Chinese version?

No, you don't have to make the glitter, You can download them from several places. Is it text that you want to make glitter? or clip art?

I have enclosed one 3 part glitter pattern you can download and place them in your pattern folder.
Make some text, duplicate it twice and you will have 3 layers. Use the bucket tool and paint glitter one into your first text, (the bottom one). select your next layer and paint your glitter #2 on that layer, then your glitter#3 on the top layer.
Once you do that, you can go to filters > animation > playback and click the play button arrow. You should now see the glitter.

Did you go File > Export As: [Name] .gif and put a check mark the animation box.?
