It's called the Zoom Blur, it was listed underneath the tut on the website, there are seveal tut suggestions listed there. It's quite easy, and very few steps, for such an interesting and useful effect.

Not really sure if what I've done here is the intended final effect. Original image

I repeated motion blur on each layer. Now that I have a final image and have some experience with it, I'm going to do another without repeating the motion blur. I do like the results. :-D

I did the same image without repeating the motion blur filter on each layer. I think I might like it better. I didn't brighten either one as the final step.

The effect worked beautifully on this image from our cruise!

I tried the opals from my Make Opals with Plasma tutorial. I changed some of the settings in levels plus made the length shorter in the Motion Blur filter.
