I didn't know where to put this, because it's too simple to be a tutorial, but here it is anyway. Please feel free to move it where it should go.
Someone asked about turning this image into a drawing. I don't own this image, so I am linking it as the person who posted it did.

I filled the new layer with white and dropped the transparency, so I could see the original image through the white layer.
I traced the original image as lines on the white layer, with the path tool.
I did an Edit>Stroke Path with a size of 1 on each path and got this image.

I set the opacity back to 100% and ran GMIC on it.
I chose B&W Pencil and dropped the amplitude down to 15, and got this image.
I was thinking of adding some wind effect too, but it really wasn't necessary,
