Inspired by Esper's "Filter stripes" thread - create a FG-to-BG gradient with the middle handle very far on the right:

- Set the Blend tool to shape:linear, and repeat: triangular
- Create a very short gradient (6-8px, it's easier if you zoom in). Use a random angle
- "Filter/Noise/Spread noise" with a spread of 1 or 2 px:

- Add a second layer and create a similar gradient on it, roughly (but not exactly) perpendicular to the first, by repeating steps 3 & 4.
- If the background color is lighter than the foreground one, but that layer in "Lighten only mode" otherwise use "darken only"
- You can adjust the look by adjusting the transparency
