A nice effect, Lyle. Your outcome reminds me of one made with a Dinasset's filter.
You both match in many effects and likes.
I did these which no the same but similar.

I guess I must have missed this one. I used GIMP's Neon Edge detect followed by G'MIC's cartoon preset.
