Gimper66, in het gereedschapsvenster staat bij het draaigereedschap de selectie (2) geselecteerd in plaats van de laag (1).
Gimper66, in the tool window, the selection (2) is selected instead of the layer (1).

No, it should it rotate the selection. The setting is right. He need it to use the Mode> Selection because he's just rotating the selection. I recently used this setting in my plugin "Denim Patch text effect".
Maybe your friend memory was exhausted or low. Just a thought.

I also suspected that it could be the computer memory that is too low at that moment

You can go to: Preferences>System resources>Tile cache size. This will sets the maximum RAM that Gimp will use.

we did your recommendation but the result was the same,turning the selection still doesn't work.

Before trying to debug anything, I would remove all those scripts and plugins (IMHO that's way too much plugins
, especially when you know that a lot of them are badly written and/or do not work anymore and left GIMP in an unstable state or do not reset the tools how they were before running the plugin)

Once you've removed them ALL, (tell your friend to save them somewhere else if he really like them), try again to rotate the selection with a neat and clean installation, if it works then you know that the problem comes from the plugins > then add your plugins by group and try to rotate the selection between adding group of plugins.
(closing that webcam and other software as well before running GIMP, would be a good move to be sure nothing is interfering with GIMP)

everything is solved the gimp program was violated,we uninstalled gimp and then reinstalled it.
everything is working perfectly now.
he may have downloaded something from the internet, something that damaged the gimp program.
but all's well that ends well.
