For color the lineart you can use colorize interactive in gmic

For the pattern you can use halftone,canvas texture,paper texture in gmic menu

Nice results indeed.
I'm sure the line work is done with G'mic/Black & White/Engrave filter, using custom setting of course.
If you prepare the original first (smooth & contrast maybe?) it's easier to tweak the engrave settings to get those face wrinkles show up as single lines.
