Okay here goes...

My Bokeh Wallpaper Tutorial

Create an image/canvas for the native resolution of your monitor.
Use a black background.

Open G'Mic filter, Artistic> Bokeh.

Manipulate the sliders, to obtain the desired results.
Image

Open the plugin from, Light and Shadows> Luce.
Image

When you open the "Luce" plugin, the dialog should look like this.

If you move you mouse pointer, or click any space within the image dialog.
You will see the rays or effect for that click or movement.
Find something within the Luce dialog that you like and click OK.
Then use your "Gimp Know-How", to improve on the image.

I like what you made Sallyanne, but it's seems kind of odd that your Luce plugin doesn't work.
Are you clicking on the preview window within the Luce dialog and moving your pointer around?
