I am making a letter size flyer and adding images to the flyer. when i add the images, i use the scale tool to scale them down alot. Everything looks good on GIMP but when i print, everything looks blurry. What is also weird is that i used the text tool to add text and that is even blurry when printed. Im doing something wrong. Could someone help?

Start with a, US Letter Template 300ppi.

Review your font and color contrast choices.

Unfortunately I do believe that Odinbc is correct.
Your canvas size is much to small and doesn't have enough ppi (pixels per inch) for printing.

You may need to start over and use the suggested US-Letter Template at 300ppi for the best results.

Ok. When I'm opening new images as layer to add to my letter size template....do these need to be opened with the same ppi?

If you open images as layers.
They will take on the same ppi settings of the template when saved.

Just as a side note...
It's better to scale images down then to scale them up.
Ultimately,
you want to use images that don't require very much scaling.
