It's very good RJKD. It could not be moving because it's a jpeg not a gif. The inner vortex and wind effect probably enhance the illusion.
Either that or you have invented 'animated jpegs'. :hehe

Blink your eye rapidly while view the image.
It will then appear to be moving.

Yeah optical illusions are real fun. I've read a bit about them and just made few ones using some Fraser-Willcox patterns that I've created
And some mapping.

Yeah that uses same method than the one I did, nice.
I know there is a script that could be used to automate the wave illusion, I created a template with paths in correct positions but didn't yet figure how to place image on each path.
But I did this manually by rotating the copies, you can find many variations of this from various illusion pages.
