Could it be due to Image Mode (RGB) and precision (8bits)?

I checked an index image and GMIC will not even show (Stays greyed out). I changed a RGB image to a index then back to a RGB and it worked the image was only small though. If your image is very large that could be your problem.
I just tried a 2,000+ x 1,000+ image and it worked

I find it to be an extremely slow filter and when used in a script, script can take nap waiting for it to complete, but it gets there finally and script wakes up and completes

e.g. as used in Wisps (that has just been updated along with pencil shade

by the way Hamza_Samara, you will only be able to 'attach' pictures or files until you have 5 posts under your belt.
We saw your attachment but not the image you posted.

Unless I've missed some additional info, your help request was:
I have a problem with dream smoothing filter

I loaded your .xfc and Dream Smoothing works both on the top layer and on the original photo in my PC.

It's maybe your System environment.
I run Windows 10 64bits, Gimp 2.10.23 Samj, G'mic 2.9.3pre#201004.

Here the outcome layers:

Is there someone having Windows 8.1 like you have, to double-check the problem?

I wouldn't use Dreamsmoothing for GTA Art ;)
Quick Tonemap + Graphic Novel + Posterization. Use a custom palette and you can get pretty close to GTA 5 type concept art.
