LOL - is that a Farside cartoon O? -i love that comic.

I will throw a tutorial up in a day or so for the photo image 2-ton.

But basically it is
Make a rectangle (700 high by 650 wide)
Color it white -
EDIT - color is off-white a bit. 
Create another rectangle inside it that resembles the inside of the photo (the inside part of the white frame).
Delete that part.
Now you have your photo frame.Open any image and put it under this frame you made.
Duplicate the frame as many times as you want (how many photos you want lying there) - i did 6 i think.
Pile them and rotate them to your liking.Now figure out which ones you want layered where.
How will they be stacked on the image that is.Will this one be under that one ...ect ect
Now you have to erase the parts that will be under other photos - hidden underneath.
Then just merge all of them together and erase the part of the image underneath that is on the outside of the Merged frames layer.
Now add the edges using the pencil tool where the photos overlap.Set the opacity of that layer real low...just so its faint.
Now the image frames are done - merge everything together...open the same image and put it under everything.
Go to filters/distorts/mosaic - set the pieces to more color - bigger and squares and hexes.
Now you have the image tiled, and it should look the same as mine or close.
