Quite a while ago I had posted a detailed license plate tutorial which appears to be missing.

Would anyone know to where it may have disappeared?

I'm glad you found it. I checked my Gimp Chat database in case I'd missed it. All I found was,

The License plate tut Wallace found wouldn’t be in the DB or the Gimp Chat Tutorials Index because it wasn't in Text Tutorials. If you'd like we could move your tutorial post to Text Tutorials, it's up to you. That way it's easier for 'everyone' to find.

I looked through all your posts and at first I missed it.
It was only after doing my search,
that I went back to the "License To Gimp" thread and looking at every posting withing this thread.
That's when I found the correct one you were looking for.
It just happen to be post #12 of 30,
so it wasn't the first or beginning post of that thread.
Which would make it very easy for anyone to bypass.
