I recently downloaded the updated Gimp 2.10.12 upgrading my 2.8.1 version. Before the 2.10.12 version I was able to save files on my computer in PNG format and JPEG from the dropdown window on my computer, running windows 10. After installing the new version, I am only offered the option of Save as GIF or all files. This is occurring when I am not using the the GIMP program. Any idea how to get the option back for the JPEG and PNG file saving option?

In 2.8 you would have had to "export as - jpg or png" (you would put your own name and extension). "Save as" was only for xcf files.
I don't know if it has changed for 2.10.12 but in 2.10.8 "save as" is only for xcf. Export and Export as are still there. Unless you can use the save as jpg or save as png.
