GIMP Chat uses a customized theme based on the default theme subsilver2 of phpBB3.

To install the forum-
You have to install it onto your server. The server needs to have PHP installed also.
In most cases you just browse to the install file and enter your MySQL database info.

The new theme would then go in the themes directory. Then browse to your Admin Panel and select the theme.

I'm not sure what you mean my "use it" but Rod is correct when it comes to installing phpBB onto your server.

This is not really the venue in which to discuss phpBB related issues. I would suggest that you post phpBB related questions to the appropriate threads on the phpBB community support forums.

I am afraid not War Hero. This is a Gimp forum, not a web-site builder site. As Tux said, go into a phpBB forum and get help there.
