I just learned about GIMP's symmetry painting which can mandala as well.
This tool has spinwheel toggle where it rotates clockwise and not mandala symetric option.
and it's also different in that you can set/change #of sections after the drawing is already there and it'll apply it on the fly.

Thanks to @Erisian for thinking it's a shame that you can't load an image on the border.

I have decided to add loading of a file to mandala interface as well,
and additionally offset section option. so you can rotate the section to sample from around the image by entering an int or real/float number and it'll move the sampling section around.
