Dinasset made a plugin for me and I am now having fun with it trying it on different photos.
This one the whole city was covered in smoke - I didn't get it all out but quite a lot.

Doesn't work for all pictures but may be a start with a few extra tweeks after if it doesn't.

Fixed some typos and added the possibility for the user to adjust opacity of each layer before running (just a bit of customization...).
It is a very good de-haze technique, thanks Sallyanne.
