jamac4k, you don't know the name of the effect and I don't know what I did but, I wanted to give it a try. I know it's not easy to write original tutorials and for that alone, I appreciate it. Thank you.

The first image is the original, the second after your tutorial and I like the effect. I see things that I didn't quite see in the original. The beautiful image I used is from DizyDezi at deviant art.

Thanks for your words.

I think that this effect works in order to obtain a pic that seems an illustration.
We can obtain different results as we play with the blend mode of gradient norm layer, also with the smoothness values of that filter. A fine and hard work with lights and shadows help us well to do it.

Now try this:
In the layer stack of your steampunk girl, at the top:
make New from visible.
duplicate visible and apply
FxFoundry → Artistic → Wrap effect (10; 8,5; 1,9; soft and set, when gaussian blur gui appears, the values to 8 px).
Set the blend mode of this layer as soft light and the oppacity = 50 %

The result is the attachment:

The effect highlights, emphasizes the picture, very interesting. :bigthup
With L1selected apply (Filters →Enhance → Advance tone mapping) and set the values as are
showing in the following capture:

My Gimp does not have that filter. :roll:
I'll try to find it and download it.

P.S:
Curious, trying to see how this effect was obtained, read the entire tutorial, but has not yet downloaded the filter mentioned above.
Discovered that other filter non-existent in my Gimp would be needed:
FxFoundry → Light and Shadow → Paint with Light (two layers)

Looked like it would be so easy ... :gaah :(

The result is interesting. I'll play some more with other images to better understand the whole process and the action of the filters used.

Some close results using DaveHillEffectQT (Jamack style), you may give it a try.
