Location: Native to NYC living in Arizona, Gimp 2.8 & 2.10, Win 11 PC.
I used G'MIC>Deformation>Water to make the texture. I also sharpened the text a little.

Did you just skip the texture creation steps...and sharpened the masked text layer then?

Well Trandoductin, that's not exactly what I did.
I didn't skip the texture step, I only used a different method for creating it. I also didn't want to search around for the right texture to use.
The sharpening of the text was a step added toward the end.
I think it worked out well.
