three guesses (G'MIC), among which to choose:

1-Deformations: textured glass, using low values and smoothness
2-Deformations: ripples, using low values on the image rotated 90°
3-Testing/Naggobot: warp test

OK, that was a trick question :) No filter involved, it is exactly as it came out of the camera. Boat was half a (nautical) mile away, shot with a 400mm lens, and likely some haze/light mist in between.

@rich: more likely Britt, Lancelot, or Coreff, given where this was shot :)
