This in a Kubuntu 16.04 with Gimp 2.9.5 from Otto ppa (no update for 3 weeks! must be on holiday) All up-to-date as of today.
Did you get your g'mic 1.7.3 from otto or the gmic.eu site?
Anyway, gmic for gimp 2.9.5 64 bit version 1.7.8pre#093016, compiled about an hour ago, is working here.

Attached if you want to give it a try, 'the usual' remove previous versions, un-zip, pop in ~/.config/GIMP/2.9/plug-ins/
Usual guarantee - there is none.
If that does not work, another possibility is a 'portable' Gimp 2.9.5 an
appimageThere is a very recent one here:
https://discuss.pixls.us/t/community-bu ... tware/2137That has a gmic 1.7.8 incorporated. Makes a gimp profile ~/.config/GIMP-AppImage/2.9/ so no conflict with your existing setup. And it does work with Kubuntu 16.04 64 bit (at least it does here)
