The effect from Prisma is interesting, can gmic's do the same?

No G'MIC can't do that (not yet), so you have to use the artistic filters to have similar results.
G'MIC also will not use convolutional neural networks.
But....the fun is....there is some talking about "style transfer" on "PIXLS.US", right at this moment:
