Edit: Did you put gmic_gimp_qt in there ? If you did, delete it. It stops the flatpak version working.
Oh dear... you have two Gimp installations mixed up. Very easy to do with the way Gimp installs.
This not a new feature. When a new Gimp first runs it creates a Gimp User profile in your home partition.
For a flatpak that is ~/.var/app/org.gimp.GIMP/config/GIMP/2.10/
For a regular Gimp it is ~/.config/GIMP/2.10/
If there is an existing Gimp User profile from an older version (Gimp 2.8 -> Gimp 2.10 or regular -> flatpak) then
any resources in the profile are transferred to the new User profile. Your ~/.config/GIMP/2.10/plug-ins
gimp_gmic_qt plugin is copied to the .var folder and of course does not work. You need the flatpak version
only, which install in the flatpak system folders.
You can go back and make a new empty flatpak Gimp.
(1) Rename ~/.config/GIMP/2.10 to ~/.config/GIMP/2.10-backup
(2) Delete the whole ~/.var/app/org.gimp.GIMP folder
(3) Run the flatpak gimp to make a new default ~/.var/app/org.gimp.GIMP
(4) Rename ~/.config/GIMP/2.10-backup to ~/.config/GIMP/2.10
This is the flatpak plugins folder - it is empty - no plugins in it so far. Also the flatpak Gimp and the flatpak gimp_gmic_qt
