I really wanted to move the entire users folder, but I guess I can move the folders you suggest to lighten up the Gimp user folder.

How do I go about changing the GIMP2_DIRECTORY?
1) not need to take risks, you can first add the directory and keep the old one, and then move things to the new directory and leave the old one empty.
2) Control Panel> System>Advanced>Environment variables. You can check it is set properly by starting a command prompt and entering "set GIMP2_DIRECTORY". This will display the value of the environment variable.
