IMHO, the better choice has more to do with a users knowledge of their own OS.

Most likely because the default native platform libraries are Linux.
It just runs better and faster on Linux.

IMHO, Linux is better all around for everything.

Just my opinion, but I tend to agree with Rod, in that installation can be easier in Linux. GIMP is compiled for all of the popular Linux distribution's, against the latest libs for that distribution, so installation is a snap. With all the various versions of Windows available, it can sometimes be confusing or difficult to install. Conflicting DLLs, as well as python installation, can also present pitfalls when using Windows.

GTK+ is also a bit less quirky in Linux than Windows.

Linux might be a better choice if you are using the standard 2.8 version but i think windows is better if you are using 2.9 versions.
I have tried installing 2.9 on my linux system with no success, I then tried an app image for 2.95 and it wouldn't startup! I eventually found an app image for 2.99 and it works. Appimages are supposed to be selfcontained a bit like a portable programm on windows.

Gimp works equally well on both platforms. Linux has a slight edge if you write scripts or use a tablet.

Otherwise, Linux is a better platform, period, even if you don't use Gimp.
