The word art plugin is something i use a lot.
It would work excellently for this kind of cloud art. You just need to do a little extra work arranging the words.
What i did here..
Created the original art layers by using 25 different font faces. (image settings below)
Then i just ran the plugin and arranged the words to form a shape.
Then if you wish you can merge the whole thing and Colors>Colorize it or use a pattern overlay.
Here are my settings for the filter-
You will need to arrange them into your own shape.An excellent script for this is Ofnuts "autocrop all linked layers.py" script. You can autocrop all layers at once for easier rotation.I attached it as well as the wordart python filter..I have the Word Art filter open from Filters>Word Art>Word Art - you can change this if you wish.recommend keeping it the way it is.The Autocrop all layers can be found at Image>Autocrop all linked layers.
After i ran the plugin i placed all the text to the left and widened/scaled up the Image>Canvas size by 50%.This gave me a canvas to work on where there was no clutter.
HINT - It's easiest to arrange the words by layer order (Top to Bottom)
You will need to use curve bend -Filters>Distorts>Curve Bend
