I noticed this post from one of the Gimp developers :

So apparently they're now releasing development builds for Gimp 2.9.2
Though i don't see any windows build unfortunately, so i guess there's only the darkrefraction website for windows users, but i'm not sure if they're built with only official source code like on the gimp website or if they're tweaked (like Partha does for his own builds) by the website owner, though last time i tried a month ago, the 32bit build was just broken, no idea if the 64bit version is working.

Hopefully this focus on 2.9.2 and a decent window build too in order to get them more testers and possibly more feedback about bugs to fix in order to deliver a better 2.10 sometime in the future.
Maybe they should make it a news entry on the gimp.org website to gather more attention for testers.

Thats no wonder.
The development version is always an odd version, a release has always an even version so for a release there is always added a "1": From gimp-2.9.1 to gimp-2.9.2. Right after the release, the development starts from that point. So again there is a "1" added: gimp-2.9.3. That means: "that is the development version, starting from the gimp-2.9.2 release". The nightly builds are done from the current "master" branch.
The gimp-2.8 branch has the current version: gimp-2.9.17, following the same rules as above.

There's not much news on gimpchat about the Gimp development, so while browsing around the Blenderartists board, i ran into a thread dedicaced to Gimp 2.9 that actively discuss development and noticed 2 posts that were reports about what's going on currently

Needless to say, this is a work in progress. A number of icons have been missing, a version for HiDPI displays needs to be done, and, of course, dark UI theme has to be added. All will be taken care of.

Something you might actually use is the MyPaint brush. In 2.9.2, this tool was called experimental for a good reason: the performance was just unbearable. A contributor started hacking on it a few days ago, and now there's a lot less lag during the painting. Something like a 200px large brush lags somewhat, smaller brushes are OK. Needless to say, there's still a lot of work to do, including the brush selector UI and brush settings.

Note that the MyPaint brush mixes colors the right way, in linear space (EDIT: nope, not linear ): yellow above cianish-blue (check FG/BG colors below the toolbox) produces nice vivid green (check the sample points dialog in the lower right corner).
