For those who are adventurous and want to see the future, Samj has released a portable version of Development version Gimp 2.99.1 Portable 32/64 bit for Windows. it can be found at:

So far very buggy no python refresh scripts not working I like the new SF-ADJUSTMENT widget in scheme

I was told on a GIMP facebook group that this new release isn't for beginners or normal users. My question is, if this new release isn't for beginners or normal users, then who is it for?

It is for anyone who wants to see what is being worked on for the next release. And, it is also for people that want to help the developers , by testing and reporting any problems to the developers. The more people testing, the better chance in minimizing bugs in the final release.
