Wait a couple of days for the Windows Installer to propegate to the mirror sites. Avoid overloading the gimp.org server.

If desperate then use https://download.gimp.org/gimp/v2.10/windows/ Missed a bit off the url ;)
Does not matter anyway the files is now downloadable from https://download.gimp.org/mirror/pub/gi ... 0/windows/ as the first post.

Mainly a bug release: see: https://gitlab.gnome.org/GNOME/gimp/blob/gimp-2-10/NEWS

I'll wait. There have been times when I've let months go by with out updating gimp. Since then, I've gotten better at updating gimp.

A month's a good rule of thumb; think the last version was a 0.1 release after the initial. :)
