It is possible to get an exe of Gimp 2.99.19 but you have to keep getting the new link which I will provide every few days.

Go to
https://gitlab.gnome.org/GNOME/gimp/-/j ... s/download

and click download

Unzip the file

then navigate inside the folder _install-a64

and run
gimp.cmd
