GIMP Version: 2.6.11
Operating System: Windows
OS Version: XP - SP3
GIMP Experience: Basic Level

I just finished downloading portable 2.8 but it doesn't have python Fu as a tab on top..it shows under filters only.
Also, right clicking on a layer doesn't open options like it does on 2.6
Is portable 2.8 a shorter version and doesn't have all the components?

"python-fu" in the Filters menu since 2.6... and right-clicking a layer still works in 2.8

Script-fu is in Filters menu.
Regarding your screenshot -
You have undo history selected - please select the layer button.Create some layers and then right click one.

Have a look at, Windows | Dockable Dialogs | Layers.

Same as above... actually the <scriptf-fu> menu was just a convention (and not a very good one IMHO) and it is created only if scripts register a menu entry there. But recent scripts insert them selves at more relevant places in the other menus (File/Image/Layer/Filters, usually).
