Once opened in Gimp, the PDF is a bitmap image just the same as a png. When opening as a PDF remember to set the resolution to 300 ppi

The PDF has some horrible mangled colours
not easy to edit as-is with Gimp. However the text can be separated from the background using Inkscape and the whole thing re-built using Gimp.
Change section background - make a selection and fill the layer.

Attached: just the text + logos on a transparent background (text is white so not much seen until downloaded). also the flattened image from the Gimp xcf as an example.
