Why in the G'mic section ? Have I not understood the question?
However.
It is not much different from Gimp 2.8 - Only one extra step (per tab)
Set up Gimp 2.10 the way you want it to start, that includes everything, Tool , brush, font, & settings Close any tabs that you never normally use. Set the window size to start up on.
Go round each tab you want to lock in turn and set "Lock Tab to Dock" No shortcut around this, each tab in turn.

Then in Edit -> Preferences for each of Tool Options / Window Management / Input Devices
untick 'Save...xxx...Options on exit' Click on 'Save ...xxx... Now'

Remember to finally OK the Preferences dialog and restart Gimp.
