User Manual / help module for Gimp v2.10

Where can a User manual / help set-up file be located for Gimp ver 2.10?

I am aware that there is an on line version of the help available for usage.

But I like to utilize Gimp on my laptop in areas in which there is no WI-FI available.

Prior versions of Gimp had help setup files available which allowed for having the help loaded on the individual computer.

I have searched all the Gimp download sites and the latest set-up file that I can locate is ver 2.82.
