above my gimp folders,I opened them one by one to search for the requested access points.

I searched for voronoi-path.exe and also to resynthesizer.exe,but I did not find them.

the program says,QUERYNG NEW PLUG-INS
so I think these plug-ins etc ... are not yet in the folders so they cannot be found

The 2.10 installer copies your 2.8 personal folders (weird choice from devs in my opinion), from the User/.gimp-2.8 to the
C:/Users/YourUserName/AppData/Roaming/GIMP/2.10 (This is the location of 2.10 personal folder where you should install all resources)
You have to remove the conflicting files from that folder.
Here's how I cleaned the mess. Removed the old .gimp-2.8 folder from users to another location (external HDD backups).
Deleted everything from C:/Users/YourUserName/AppData/Roaming/GIMP/2.10
Then, as you launch Gimp again, it should run without errors.
Now you can start adding resources to the new user folder. But keep in mind, that you have to use plug-ins that work.
There are many versions of .exe plug-ins and they are not all compatible with 2.10.
Some play well, but there may be interface oddities like sliders not showing up.
