Recreating an image

GIMP Version: 2.8.14
Operating System: Windows
OS Version: 10

Hello everyone,

I have been trying to imitate image no.1 down bellow. So far I have created image no.2 also down bellow but I am still not satisfied with the results. I have cloud brushes installed but I feel like this requires more tools to be used. I do not know what other tools or in what order to use them. So far I have been using brush and smudge and adjusting opacity, hardness, size and toughness. I also want to have this ''misty/foggy'' background behind clouds.

How can I achieve best results like in the first image? What steps do I need to follow?

Thanks for the answers.

Not many takers on this one.
Not a bad image that you want to reproduce. Is it privately owned?
It's only an image of water vapor in the atmosphere of our planet after all. :)

Here are images of storm clouds 'labelled for reuse with modification'.

Thank you for your time to answer me.
After trial and error I finally was able to made one that is almost perfect. I downloaded some fog and mist brushes and it did the trick. I am crating this image for my texture pack for minecraft. This one is going to be used as a sky. See bellow.

My images are free to use. I do not bother with some ''private owning'' of some image. But the image no.1 in the post above is someone else but its not the whole image. I took screen part of it as an example.
