Guessing you are using the new built in terminal Gimp 2.6.18 indictes Debian 'Stretch'I can not move the Dockable Dialogs
Does this mean dragging the tabs around? Can you open the tab properties? Is the tab locked?
Did you set Gimp up that way from the default 3 window mode? Can you get back to 3 window mode? Windows -> Single-Window mode toggles.
Can you revert to default settings? Edit -> Preferences -> Window Management -> Reset Saved Window Positions to Default Values.
Edit: Afterthought: Are you using the computer trackpad? Is the left-click-hold-and-drag working? Try pluging a regular mouse in.
