If you want the original Gimp with no addon you'd be best going to gimp.org as it is the official site for Gimp.
Partha usually adds the GMIC plugin but I have found it is not always the most up to date one, and if it is often times GMIC updates then you have to find where it is to remove it and replace with the new one. He only does 64 bit in the new versions.
Samj may be one of the only one that still does 32 bit builds. I don't look for them now.

Some observations from installations.

For Windows, the gimp.org Gimp is a 'vanilla' Gimp no added extras. It does include code for both 32 and 64 bit Windows although 32 bit might / might not work depending on your installation. Installed occupies about 1 GB on disk. Most flexible as it comes with 32 bit support for some of those older plug-ins.

The other versions Partha and samj are based on the code that comes from gimp.org

Partha Gimp is 64 bit only and is still on version Gimp 2.10.12. It installs to a different folder to gimp.org and can run in parallel with gimp.org. However it still uses the usual Gimp profile location in Roaming. Includes extra plugins nufraw & gimp-gmic, obviously an old version but can be updated. Install the latest to your user profile. About 700 MB installed. There is also a 64 bit portable version.

The samj portable is what it says, portable. Unpack and run it using a 'language launcher' Unpacked it contains separate 64 bit and 32 bit versions hence occupies 1.5 GB on disk. The 32 bit version might / might-not work with your 32 bit Windows, so those old 32 bit plug-ins might be junk. Comes with gimp-gmic.
