Does anyone know of a way to make photos look glossy?

You could experiment with G'mic - Relief Light on a duplicate layer and overlay it. Adjust opacity to suit.

Hey everyone, You can get this effect by applying my GEGL Bevel (BLENDED) to image files.
This is one of those alt uses of a bevel. Try Overlay for best results.
