Are you staying with 2.8 for a reason? Can you drag out the UI further, using the mouse? Try double clicking the title bar.

Trying to make Gimp look like photoshop perhaps ? Congratulations you made it into a digital etch-a-sketch

Until you really know how all the tools work set it back to the default. Edit -> Preferences -> reset tools options / reset windows. You really do need the tool options and if you need full screen the tab key toggles on/off.

I can just about get that into a 1 minute imgur video. https://i.imgur.com/xLlZSR2.mp4

2.8 is the default download for Linux Mint. Yesterday I uninstalled it and reinstalled it and it was still 2.8

Thanks for the replies. I'm not on my main computer right now so I'll work on it tomorrow.

I'm back. Now I have lost the box where you can select the opacity, gradient, etc. for the clone tool and other tools.

You are in multi-window mode. You closed the Tool Options. You closed (or maybe minimised) the Layers / resources dock. Why did you do that?

There once was a serial breaker of Gimp 2.8 on the old gimpforums.com Some videos I made to help.

https://youtu.be/i2sKkA3vqvw reset gimp 4 minutes Which you have already done but more information in the video.

https://youtu.be/vqEUZvvhFKY restoring 2 minutes more dragging docks around

https://youtu.be/lkAPp1ckCNs 6 minutes further setting up Gimp 2.8 interface.

Have a look through those. Back to my original advice, reset Gimp to defaults.
Then
Do not move the Windows around. Put Gimp into single Window mode
