Hi epolin, welcome to Gimp Chat.
When you look under Image > Mode is it RGB or grayscale ?

I get the same with the mode as RGB or Greyscale - Dynamics have to be turned off - not Basic Dynamics

Probably you're right, Sallyanne.
But I saw it was an imported image.
I once had the problem that it was a grayscale image, so that's why I mentioned.

Doesn't hurt to try looking at the modes

One I didn't look at was indexed mode
Edit:- I didn't get anything when converted to indexed. Could be also that hes an index picture

It looks to me like antialiasing. Try turning off antialiasing and using the hardest brush possible.

sallyanne is correct. It is the Basic Dynamics option which includes a degree of fade. This a linux Gimp 2.8 with the same settings as the OP.

Either use Dynamics Off or duplicate Basic Dynamics and edit the copy.
