Hello, im a novice. My english is not really good, but im going to try my best to explain what happened to me.
Im having problem with the tool rotate and scale. the dialog where i can see the details is missing. I CanĀ“t rotate a layer because of that. How can i fix this? the only rotate dialog i can see is when i go to image.

I believe more information about this issue you are having would be helpful.
However, be sure that the layer you wish to rotate,
is the actual active/selected layer you wish to rotate.

If this doesn't help.
More information about the issue will be required.

Welcome to GC.
You are using 2 different tools.
Select Rotate, click anywhere in your open image and then use the slider to rotate.

When you rotate an image you have empty spaces at some corners. Click the scale tool and anywhere on the image.
Scale the image up to cover the corners. See the chain symbol on Width and Height? Best to leave this chain closed so you don't lose perspective.

This is just an example of how to use Scale and Rotate.
