Fill color, rgb noise, and run sparkle twice. May not be realistic glitter, but simple it is.

Also, if you are not hessitant to use 3rd party plugins, Richard Rosenman's Box Fitting is a nice plugin. Added sparkle twice again to add some sparkle. G'MIC has a box fitting option, too, but does not randomize colors.
