GIMP Version: 2.8.4
Operating System: Windows
GIMP Experience: Intermediate Level

List any ERROR messages you received:
Saving 'C:\Program Files\GIMP 2\share\gimp\2.0\patterns\diamond.pat' failed:

Could not open 'C:\Program Files\GIMP 2\share\gimp\2.0\patterns\diamond.pat' for writing: Permission denied

I am trying to create some of my own patterns and managed to create 1 but when I went to save my second one I received this error message.

Saving 'C:\Program Files\GIMP 2\share\gimp\2.0\patterns\diamond.pat' failed:

Could not open 'C:\Program Files\GIMP 2\share\gimp\2.0\patterns\diamond.pat' for writing: Permission denied

Are you using save or export. Save won't save anything but XCF files.

I'm not sure how Gimp files are arranged in Windows since I use Linux.
However in Linux I would get the same error.
The path in your post contains directories that only the system manager can change.
You should have user directories to save things like brushes, scripts etc. as user.
Where these are located in Windows I don't know.
Sorry to be of little help.
Gerard.

Did you use a portable version AND you installed in "program files" ?

If so you should move gimp from there, in any other place ,but not program files

If not , load gimp go to Edit/preferences/folder>pattern and there mark the "writable " box for that path

You may also control that the patterns folders is NOT in "read only mode" for Windows (or whatever OS you use)
This is independent from the setting you chosen in gimp ; if you set the folder as "writable" but for Windows is in read only mode, no new pattern may be added
(to control RIGHT click on the pattern folder, chose proprieties )

Export to your Gimp user folder, .gimp-2.8\patterns.
C:\Documents and Settings\username\.gimp-2.8\patterns
The path might be slightly different.
If there isn't a patterns folder in .gimp-2.8 folder add one.

If you installed the official version the path to export is

'C:\Users\Your_name\GIMP 2\patterns

You may wish to check that in EDIT/preferences/ folders>patterns the "writeable" box under the C:\Users\Your_name\GIMP 2\patterns is marked

OH i almost forgot ... in case you use Win XP or something OLDER,in the path "Users" should be replaced by " Documents and Settings"
"Users " is for Vista, 7 and 8

This looks like some sort of security issue.
Are you the administrator of your system and or,
are you running Gimp as administrator?

Either the file already exists and is read-only, or your are not allowed to write/create files in that directory, two things that can easily be checked with your file explorer.

Open Windows Defender Security Center.
Click on Virus & threat protection.
Click the Virus & threat protection settings option.
Under "Controlled folder access," click the Allow an app through Controlled folder access link.
Click the Add an allowed app button.
Add Gimp.
