Ok. here are the permissions set on the .py file

-rwxr-xr-x 1 staff 19308 Sep 2 2015 addonCollectionManager.py

is there a reason why it doesnt work in my 2.8 location , but does in the /Applications/GIMP.app/Contents/Resources/lib/gimp/2.0/plug-ins

I am getting it to work now, so I guess that is a good thing.
