Ever since GIMP moved to the 2.10 version I been having it in all GIMP plugins in the main directory C:\Program Files\GIMP 2\lib\gimp\2.0\plug-ins as well. Maybe it's a Windows thing.

You could just grab a portable version from Parthas website and see if that will open PNG files. If it does then remove the portable and re-install Gimp. Because that would mean something got moved from the Gimp installed version that causes it to not associate some file types.
Uninstall gimp from the C:\Program Files\GIMP 2\uninst folder. Inside you will find a unins.exe file.

I will uninstall it. My laptop doesn't like portables. I've tried them.

Okay now i am curious about something.
1) Uninstall GIMP again
2) Go into your usr<YourName>\AppData\Roaming\GIMP\ folder and REMOVE the 2.10 folder. DON'T delete it just move it to your desktop. I'm wondering if the gimprc, and pluginrc files are not correct.
3) NOW reinstall GIMP and try and open an PNG image. IF that works DO NOT put any of the rc files from the old 2.10 folder back.
4) Close GIMP
5) Replace the NEW folders in the NEW 2.10 directory with the old FOLDERS you put on the desktop >I.E. pallets,gimpressionist,gradients, plugins,scripts...ect
6) RESTART Gimp and try and open a PNG file.

DON'T worry GIMP will rewrite the rest of the rc files when you restart.

You may have to set view, to show hidden files, and folders to see your AppData folder.

Yeah you will find you can fix most errors by letting Gimp rewrite the rc files again. :bigthup
