How to change color in this image for best ?

How to change color in this image (from blue to 00bbff ) for best (i mean change color with safe opacity original image)

Shift-O (color selection tool), make a selection, change Foreground color to desired, Shift-B (bucket fill tool)

These images appear to be very small.
Nonetheless, you might have better results if you recreated these image in the color you want, instead of trying to changing their existing color.
You also may be able to use Contrast and Brightness to get them close to the color you want. By selecting the parts of the image you wish effect, using the Free Selection Tool. :freesel

You may want to feather the selection before you fill.
OR perhaps "Colors>Colorize" will work for you?

OMG, I start seeing these semi-transparent pixels only at 300% magnification, and your last
screenshot made at 1000%?
If semi-transparency is important then rich2005 method is what you should do

The best (and easiest) way would be Colors>Maps>Color Exchange.
Thus you can keep semi-transparency accurately to the last pixel.

- Set the alpha-lock
- Paint over the blue (typically, make rough selections around the blue bits, that don't need to be accurate (accuracy is handled by the alpha-lock) and bucket fill)

Color exchange does it with one click (well a few clicks), and you don't have to lock or paint anything.

Color>Map>Color exchange doesn't work on anti-aliasing pixels. And no, it's not a question of tweaking the settings... The "Color Erase"/"Behind" does the Right Thing by design. Other methods are approximations at best.
